The region was first settled around 1780. The Town of Windham was formed from the Town of Woodstock in 1798 while in Ulster County, New York and before the creation of Greene County.

Windham was one of the original townships when Greene County was formed in 1800, and Windham ‘s population then was 1,688. Even given the much larger geographic size of the Town of Windham in 1800, the population at that time is impressive considering that it wasn’t settled until after the American Revolution.
